Well, God spoke and men spoke through oral tradition. Then, some of what God spoke was written down and some of what men spoke was written down. There are contradictions between the two but the Bible does speak to those who read it through the information it states and God speaks to those who know God regardless of the Bible. So, yes, the Bible does speak. You just need to carefully read it to ensure that you are reading the correct speeches. Interpretation is everything.
